Sean Justin Penn was born in Santa Monica, California, on August 17, 1960, to actor and director Leo Penn and actress Eileen Ryan. Michael Penn, his older brother, is a musician, and Chris Penn, his younger brother, was an actor who died in 2006.

His father was Jewish, the offspring of Russian Empire exiles, while his mother is a Catholic with Irish and Italian ancestors. Penn grew up in a secular home in Malibu, California, where he attended Malibu Park Junior High School and Santa Monica High School.
