Navarro was born in Massachusetts on July 15, 1949. His father played for a house band and was a clarinetist in New Hampshire. His parents divorced when he was 9 and Navarro lived with his mother in Florida and attended the Bethesda-Chevy Chase High School. Navarro went to Tufts University via scholarship and graduated with a degree in Bachelor of Arts.
He then spent his next three years at the U.S Peace Corps in Thailand. Navarro was able to earn a Master’s in Public Administration from Harvard University’s John F. Kennedy School of Government and a Ph.D. in economics.
Navarro started as a research associate at the Harvard Energy and Environmental Policy Centre. He later moved on to teach Economics at the University of California and the University of San Diego.
